Headline news of the 2025 Chicago Summer cohort: H.E. Bandar Ibrahim Alkhorayef, Saudi Arabia's Minister of Industry and Mineral Resources, in a fireside chat on Vision 2030 and industrial transformation. The conversation turned, repeatedly, on the same question: how do you build innovation institutions in a country that has the capital but does not yet have the inventor pipeline.

The 2025 cohort sharpened the 3i framework's middle stage. Sessions on AI's labor effects (Athey), the climate sequencing problem (Greenstone, Hansen), and the politics of innovation institutions (Evans) anchored a week that left every country team with a draft policy document.
