The Bucharest edition convened ECA's senior economists at the National Bank of Romania. Lead-in reading: Greater Heights, Growing to High Income in Europe and Central Asia, the Bank's regional study. Headline thread: business dynamism in Eastern Europe, with empirical anchors from Javier Miranda (Halle Institute) and Ivailo Izvorski (WB Chief Economist for ECA).

Country teams worked from Poland, Romania, and Ukraine. Sessions moved from the firm-level data to the institutional reform agenda. Every diagnostic ended at the same chokepoint: how to recombine talent and capital after years of misallocation.
